VT refresh schedule and process report

Every minute, select at most one due company: never retrieved first, then oldest successful retrieval. Refresh only after the configured age. Failed attempts wait 30 minutes before retry; at most five company jobs can be active.

Last scheduler tick: Not observed. A saved policy does not prove the scheduler or Windows connector is running.
