Accounting retrieval schedule

One shared policy for VT and ERPNext. Each minute, dispatch at most one due target, never retrieved first and then oldest successful retrieval. Active companies are skipped; failures wait 30 minutes before another scheduled request.

Freshness matches the company, source revision, dataset, reporting period and bank account. Retrieval does not publish to clients or post accounting entries.

Legacy VT policy must be disabled before this schedule can be enabled.
